Uttar Pradesh
VANI is
working with an already established network, Uttar
Pradesh Voluntary Action Network (UPVAN). After regional
level discussions of member, non-member & other
stakeholders of civil society groups in UP, UPVAN
changed to a broad-based state level network of
voluntary organisations. It now focuses on
promoting collective voice of civil society for
impacting the lives of the poor and marginalized
in the state. |

During the
period, VANI made efforts to collaborate with UPVAN in the State of U.P. Accordingly, the
efforts were directed towards further
strengthening and promoting UPVAN’s initiatives to
combat poverty. |
Updates
Concentrating
its efforts on working with and strengthening an
already existing state level network, VANI and
UPVAN have recently organised a one day state
level workshop on ‘GO-NGO Relationship: Present
Perspective and Future Prospects on 30 March where
169 representatives from government, civil society
organizations and media participated. The workshop
came up with following outcomes as future
strategies:
Stakeholders
should come together to have an understanding of
their views and modalities;

Greater
credibility in voluntary sector needs to be
improved through transparency and
accountability;

Planners in
government need to be more sensitive towards the
critical role of voluntary organisations in
field operation.
A regular news magazine devoted
to PACS is being continuously printed and
circulated among various stakeholders of civil
society.
Activities
Advocacy efforts for poverty eradication
Keeping in view the issue of
poverty in the state, UPVAN, under PACS programme,
examined the state policy for identification of
rural households below poverty line and studied
state policies for midday meals in primary
schools. The efforts were meant build pressure
over administrative anomalies in field
implementation.
Grassroots level
organizations were also identified to activate
public advocacy initiatives and strengthen the
voice of the poor and marginalized groups on
issues like democracy, human rights and
rights-based approach.
During the
period, UPVAN organised a state level workshop on
civil society initiatives demanding government
accountability towards eradicating hunger,
achieving universal primary education, making
primary health services available, reducing child
mortality and improving maternal health in
villages.
For the
above-mentioned purposes, the following campaigns
were designed with the participation of OXFAM and
Action Aid:

Citizen Forum
on HIV Aids;

Global
Campaign for Education;

Shahri Garib
Awas Adhikar Manch;

Apda Nivaran

Musahar as
well as Saharia Adhikar Manch;
-
U.P. Network
of Positive Peoples; and
-
UPVAN's
efforts under Vada Nibhao Campaign.
Networking
at regional level
With political
instability in the state, globalization,
increasing control of government on voluntary
efforts, efforts were made for regional networking
in Mirjapur and Muradabad. It was a preliminary &
exploratory approach. Voluntary groups were
motivated to frame a code of conduct for
themselves. The impact of these efforts is awaited
for networking organizations at regional level.
Information dissemination
Two issues of UPVAN News Bulletin in English and Hindi were
published with particular reference to VANI desk
under PACS program.
